DA for Central Government Employees

The Union Cabinet today approved to release additional installment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners with effect from 01.07.2012, representing an increase of 7 per cent over the existing rate of 65 per cent of the Basic Pay/Pension, to compensate for price rise.

The increase is in accordance with the accepted formula, which is based on the recommendations of the 6th Central Pay Commission.

The combined impact on the exchequer on account of both Dearness Allowance and Dearness Relief would be of the order of Rs.7408.24 crore per annum and Rs. 4938.78 crore in the financial year 2012-2013 i.e. for a period of 8 months from July, 2012 to February, 2013

Finance Minister approves Rajiv Gandhi Equity Savings Scheme (RGESS)




The Union Finance Minister Shri P. Chidambaram approved a new tax saving scheme called “Rajiv Gandhi Equity Saving Scheme“(RGESS),exclusively for the first time retail investors in Securities Market. This Scheme would give tax benefits to new investors who invest up to Rs. 50,000 and whose annual income is below Rs. 10 lakh.

The Scheme not only encourages the flow of savings and improves the depth of domestic capital markets, but also aims to promote an ‘equity culture’ in India. This is also expected to widen the retail investor base in the Indian securities markets.

                         Pranab Mukherji

Mr Pranab Mukherjee took the oath of office and secrecy as the 13th President of the country at the Central Hall of Parliament here on Wednesday.

The Chief Justice of India, Mr Justice S.H. Kapadia, administered the oath, at an elegant ceremony attended by top leaders and officials.

Mukherjee was born on 11 December 1935 in Birbhum district in the Bengal province of British India. His father Kamada Kinkar Mukherjee, was a member of the Indian National Congress during the Indian Independence movement and had spent more than ten years in British jails. Mukherjee’s mother’s name was Rajlakshmi Mukherjee.

He holds a Master of Arts degree in History and Political science and also a degree in Law from the University of calcutta.

New President

Pranab Mukherjee elected as new President

Pranab Mukherjee was on Sunday elected as the 13th President, marking a new journey for the veteran Congress leader after over four decades of life in active politics.

He declared elected as President, polling 69.3% votes with a value of 7,13,763, said Returning Officer.

Mukherjee, UPA nominee, got 5,64,469 vote value, well beyond the half-way mark of 5,25,140 in an electoral college of over 10.5 lakh when counting of votes polled by the MPs and MLAs of 20 of the 30 states was completed.

His rival P A Sangma, who was backed by BJP and some other opposition parties like AIADMK and BJD, could manage only 2,57,466 vote value, according to Rajya Sabha Secretary General V K Agnihotri, who is the Returning Officer for the poll.

As Mukherjee headed for victory, senior ministers, including A K Antony and P Chidambaram, went to his 13, Talkatora Road residence to greet him.

Subject:- CCS (LTC) Rules, 1988 — Relaxation for travel by air to visit J & K

The undersigned is directed to refer to this Department’s O.M. of even No. dated 18th June, 2010 on the subject mentioned above and to say that the relaxation for LTC travel to visit J & K under CCS (LTC) Rules, 1988 is extended for a further period of two years w.e.f. 18th June, 2012 subject to the following conditions:

(a) Travel by Air to continue to be in Economy Class only,irrespective of the entitlement of the officer.

(b) The condition that air tickets can be purchased either directly from the Airlines (booking counters/website) or through authorized agents only viz.. MIs Balmer Lawrie and Co. Ltd.,or M/s Ashok Travels and Tours Ltd./IRCTC (to the extent IRCTC is authorized as per DoPT’s O.M.No. 31011/6/2002-Estt.(A) dated 02.12.2009), would necessarily apply.

(C) All other conditions prescribed in this Department’s O.M. dated 18.6.2010, read with O.M. dated 05.8.2010 and 25.8.2011 would continue to apply.

इसके लिए राष्ट्रीय लघु बचत फंड रिटर्न के माध्यम से निवेशकों के लिए आकर्षक योजनाओं को प्रस्तुत करना और बैंक जमा योजनाओं, सरकार, सोमवार को स्विच करने की प्रवृत्ति को रोकने के प्रयास में, डाकघर लघु बचत योजनाओं पर ब्याज की दर बढ़ा नए वित्तीय वर्ष के लिए 50 आधार अंक के लिए.

तदनुसार, जबकि बचत जमा पर ब्याज दर 4 फीसदी किया गया है अपरिवर्तित रखा बचत बैंक खातों में के रूप में ही की एक समय जमा और दो साल के लिए दर प्रतिशत और 8.3 के प्रति प्रति 50 आधार अंक बढ़ाकर 8.2 करने के लिए खड़े हो जाओ क्रमश.

अधिक लोकप्रिय 'मासिक आय योजना' के लिए, तथापि, वृद्धि 30 आधार बिंदुओं पर थोड़ा कम है और, इस प्रकार, ब्याज की दर पांच साल की योजना में 8.5 प्रतिशत आंकी खड़ा जबकि सार्वजनिक भविष्य निधि पर ब्याज बढ़ी किया गया है से 8.6 फीसदी से 8.8 फीसदी.

नई दरें 1 अप्रैल से इस साल के प्रभाव में आते हैं और एक आधिकारिक रिलीज के लिए यहां 2012 13.According के पूरे के लिए मान्य रहता है, तीन साल के समय जमा के लिए ब्याज दर 8 फीसदी से किया गया है 8.4 संशोधित प्रतिशत है जबकि समय पांच साल की जमा के लिए 8.3 फीसदी कर दिया गया है 8.5 फीसदी बढ़ा. पांच साल आवर्ती जमा योजना भी निवेशकों को 8.4 फीसदी की ऊंची ब्याज के रूप में चालू वित्त वर्ष के लिए 8 फीसदी की तुलना में लाना होगा.

बस के रूप में बैंकों को एक उच्च वापसी के वरिष्ठ नागरिकों के लिए भुगतान करते हैं, वरिष्ठ नागरिक बचत योजना के लिए दर वर्तमान में 9 फीसदी से भी किया गया है 9.3 प्रतिशत करने के लिए उठाया. इसके अलावा, 2012-13 के लिए बजट 65 से 60 के लिए वरिष्ठ नागरिक श्रेणी के लिए उम्र स्लैब में कमी का प्रस्ताव किया है.

THE POINTS TO BE REMEMBER RELETED WITH CHANGES IN RULING IN RD Accounts.


Main points related with SB order for deposit in RD accounts are furnished below

(1) In case of RD accounts opened between 1st Day and 15th Day of a calendar month, the each subsequent deposit in the account shall be made up to 15th day of the next month and in case of RD accounts opened between 16th day and last working day of the calendar month, the each subsequent deposit in the account shall be made up to the end of the next calendar month.

Procedure:-This change should be made applicable from 1.01.2012 to all old as well as new accounts. In the month of January 2012, as and when any depositor/MPKBY agent attends the post office for subsequent deposit, a rubber

stamp should be fixed on the cover and first page of the Passbook informing the last date up to which the depositor can deposit his monthly installment in the next month. Following is the sample of stamps:-

Sub: Decisions on the recommendations of the Committee for
        Comprehensive Review of National Small Savings Fund (NSSF).

The Thirteenth Finance Commission in its Report had, inter alia, recommended that all aspects of the design and administration of the NSSF be examined with the aim of bringing transparency, market linked rates and other much needed reforms to the scheme. As a follow up of this recommendation, the Government had constituted a Committee on 8th July, 2010, headed by Smt. Shyamala Gopinath, the then Deputy Governor, Reserve Bank of India for comprehensive review of NSSF. The terms of reference of the Committee included review of the existing parameters for the small saving schemes in operation and recommend mechanisms to make them more flexible and market linked; review of the existing terms of the loans extended from the NSSF to the Centre and States and recommend on the changes required in the arrangement of lending the net collection of small savings to Centre and States; review of other possible investment opportunities for the net collections from small savings and the repayment proceeds of NSSF loans extended to States and Centre; review of the administrative arrangement including the cost of operation; and review of the incentives offered on the small savings investments by the States.

India Post's ATM plan hit RBI hurdle..


India Post's plan to set up automated teller machines (ATMs) in its post offices may fail to impress the banking regulator.

India Post is in talks with the Reserve Bank of India (RBI) to set up ATMs. However, since according to norms, only banks are allowed to set up ATMs, the central bank is not in favour of allowing India Post to set up ATMs. According to sources in the banking industry, if India Post set up ATMs, they should fall under the RBI's purview for regulation purposes.

India Post has proposed to set up a subsidiary, Post Bank of India, for providing banking facilities. It has also identified nearly 1,000 post offices, out of its 1.5 lakh post offices, where the ATMs would be initially set up.The sources said though RBI is uncomfortable with the idea of India Post setting up ATMs, it is yet to formally communicate its apprehensions to the department of post.
